You're talking about downloadablle content for Brawl, which is a problem. See, downloadable content is not available in Brawl, or in any Nintendo Wifi-compatable game at all. I thought there would be, but it turns out it was all a prank for April Fools. Secondly, they'd have to go back to designing the game some more.
